Why the government does not protect the best Liberty Bell?

I just visited Philadelphia, and was surprised to see that the bell liberty is protected by nothing more than a few velvet ropes as you would see in a theater. is that the most important symbol of our freedom should not be protected by bulletproof glass? or better yet, locked in a vault on the dangers of man, the light and the elements? receives no person was allowed to touch and no security at all but if someone was determined to reach or even break the security would be able to apprehend the offender after committing the act, not being able to prevent reaching the first place. Because it is free to do, but also would be most advantageous to the U.S. government to block the state and school staff. It seems a big mistake waiting happen.
